Redundancy in the Government

  Ok, so here's a redundancy I'm not entirely sure of.  Why do we have Federal, State and Local Park services without tiering the operations.  Seriously, Let the actual operations for all parks and wildlands fall under the purview of the local government, with tiered oversight that works its' way up.  It would be more cost effective to have the county and city park services handle the day to day operations for all parks within their jurisdiction, with only broad legal and financial oversight from the state and federal governments.
  Northern California has some great examples of this.  Within a three hour drive from Redding, you can find dozens of Federal, State and County Parks.  Some of them do make a profit individually, but overall, the combined total do not.  However, if the operating personnel base were consolidated, you could save thousands of dollars annually per park.  You would merely need regional oversight from the State and Federal Governments.
  These are the situations that are costing us way too much money and contributing to furth deficit.  Millions of people from around the world visit our various State and National Parks every year.  If we consolidated overall operations, they could feasibly make a profit.
